Where the Home Is Located Changes the Permit Path
A “Naples” mailing address does not always mean the City of Naples is the permitting authority. Before construction or remodeling begins, identify the jurisdiction responsible for the home.
Requirements vary by project and location. Confirm the current permit path with the appropriate local authority.
City of Naples
The City of Naples Building Department manages city building permits and provides an electronic permitting and permit-search portal.

Accessibility work can range from grab bars and threshold changes to bathroom reconstruction, doorway widening, ramps, structural work, electrical changes, or larger remodeling.
The appropriate license and permit requirements depend on the project. Do not rely on advertising language such as “ADA,” “aging in place,” or “senior safety” by itself.
Verify the State License
Use the Florida Department of Business & Professional Regulation license search to check a contractor by name, license number, city/county, or license type.
Check Collier County Contractor Licensing
Collier County states that construction contractors must hold the appropriate county certificate of competency or be properly state certified.
The county’s Contractor Licensing office can also help with local licensing questions.

Requirements vary by project and location. Confirm with the appropriate local authority before work begins.
Storm Planning Is Part of Home Safety in Collier County
For an aging adult, a home-safety plan should include more than grab bars and remodeling. Hurricanes, evacuation, power loss, mobility limitations, medication needs, oxygen, and electrically powered medical equipment can all affect whether someone can safely remain at home.
Collier County Special Needs Program
Collier County encourages residents to pre-register if they have no other safe sheltering option during an emergency and have medical or functional needs that may require additional support.
Examples listed by the county include:
- electricity for life-supporting medical equipment
- oxygen therapy
- basic nursing needs
- medication assistance or monitoring
- help evacuating
- help with daily activities because of a disability or medical condition
Registration must be completed annually, and registration does not guarantee Special Needs Shelter placement.
Plan for Power, Mobility & Medications
Before hurricane season or an evacuation order:
- identify how mobility equipment will travel
- plan for medications and supplies
- make a charging / backup-power plan for essential devices
- decide who will help with evacuation
- keep emergency contacts and care information accessible
- follow current Collier County emergency instructions
Verify Before Post-Storm Repair Work
Storm damage can create urgency — and urgency can make families vulnerable to unlicensed or inappropriate contracting.
Verify contractor credentials and check the correct permit authority before substantial repair work begins.

How do I verify a home-modification contractor and figure out which permit office to use?
First verify the contractor through the Florida Department of Business & Professional Regulation and, when applicable, Collier County Contractor Licensing. Then identify the permit authority based on where the home is located. The City of Naples and Marco Island maintain their own building-services systems; Collier County handles county permitting and provides service in Immokalee; Everglades City contracts with Collier County for building services. Requirements vary by project and location, so confirm the current permit path before work begins.

How does Collier County’s Special Needs Registry work?

The county lists needs such as electricity for life-supporting medical equipment, oxygen, basic nursing care, medication support, and evacuation assistance as examples. Registration must be renewed annually, and registration does not guarantee Special Needs Shelter placement.
You Don’t Have to Figure Out Every Home-Safety Decision at Once
Start with the problem creating the greatest immediate safety concern.
That may be getting safely through the front door. It may be a bathroom that has become difficult to use, a roof or air-conditioning problem that cannot wait, transportation to an appointment, storm planning, or simply uncertainty about which local program applies.
Use the local resources on this page to see whether assistance may be available, then use Caregiver Compass™ to plan the next step.
Resource information reviewed October 1, 2026. Program funding, eligibility, waitlists, intake status, fares and contact information can change. Always confirm current information with the agency or organization before relying on a program.
