CURRENT PROGRAM

City of Jacksonville Wheelchair Ramp Program

The City of Jacksonville Disabled Services Division operates a Wheelchair Ramp Program for qualifying low-income Duval County residents who need better access to their homes.

The City states that ramps are constructed at no cost for eligible members of Duval County's disabled population.

Jacksonville Limited Repair Program

Jacksonville's Limited Repair Program is a general home-repair program focused on bringing qualifying owner-occupied homes up to code.

The City's current Housing Services page states that the program is closed to new applicants and advises residents to monitor the page for reopening information.

City of Jacksonville Emergency Repair Program

Jacksonville's Emergency Repair Program is an owner-occupied repair program intended to address conditions that pose an immediate threat to life or safety in qualifying Duval County homes.

Eligible work may include HVAC repair or replacement, dangerous electrical conditions, structural concerns and ADA accessibility. The City's current published maximum assistance is $12,000 per home, subject to funding limitations.

Before applying

Income, occupancy, mortgage, property-tax and other program requirements apply, and mobile homes are not eligible. Confirm current availability directly with Jacksonville Housing Services.

Wheelchair Repair Assistance

Jacksonville Disabled Services also offers wheelchair repair assistance for qualifying Duval County residents who lack insurance or another means of payment. Registration and prequalification are required and funding is limited.

CLAY COUNTY

Clay County SHIP Home Repair Help

Clay County's State Housing Initiatives Partnership — SHIP — provides housing assistance to qualifying residents and includes help with home repairs.

The County's current SHIP FAQ specifically confirms that the program assists with home repairs and provides a contact path for residents who need a ramp.

Families should contact the County before assuming a specific repair or modification is eligible, because funding, program priorities and intake availability can change.

ST. JOHNS COUNTY

St. Johns County Rehabilitation & Emergency Repair

CURRENT PROGRAM INFORMATION — CONFIRM FUNDING / INTAKE

Owner-Occupied Rehabilitation

St. Johns County's SHIP Rehabilitation Program assists eligible owner-occupants with essential repairs and safety improvements.

The County says the program focuses on code compliance, structural integrity, safety and the homeowner's well-being. Examples shown by the County include HVAC work, wheelchair/walker ramp access, roofing and an accessible walk-in shower.

The current 2026–2029 Local Housing Assistance Plan identifies owner-occupied rehabilitation assistance of up to $70,000, subject to eligibility, available funding and program requirements.

CURRENT 2026–2029 PROGRAM FRAMEWORK

Emergency Repair Assistance

St. Johns County's current SHIP plan also includes an Emergency Repair strategy for qualifying owner-occupied homes facing an urgent condition.

Eligible repairs may include structural work, roofing, electrical, plumbing, HVAC, accessibility modifications and immediate health hazards. The current plan identifies a maximum Emergency Repair award of $20,000.

Funding, eligibility and current availability must be confirmed with St. Johns County.

NASSAU COUNTY

Owner-Occupied Home Rehabilitation

Nassau County's SHIP rehabilitation strategy is designed to help qualifying very-low- and low-income homeowners address renovations and repairs needed to correct code violations and maintain safe, habitable housing.

The County currently identifies assistance through a 10-year deferred loan of up to $125,000, subject to program requirements. Mobile homes are not eligible under this rehabilitation strategy.

This is not automatically a grant.

The County describes the assistance as a deferred loan with repayment/default conditions tied to ownership, occupancy and other requirements. Families should review the current program terms carefully before applying.

BAKER COUNTY

SHIP Repair Assistance for Baker County Homeowners

CURRENTLY NOT ACCEPTING APPLICATIONS

Baker County administers SHIP assistance for qualifying homeowners.

Its current program information includes owner-occupied rehabilitation and emergency-repair assistance. Baker County identifies examples of emergency repairs that may include wheelchair ramps, roof work and other urgent home needs.

Eligibility depends on ownership, homestead status, household circumstances, funding and other SHIP requirements.

Baker County currently has a waiting list and is not accepting new applications. The County will advertise a future application window when applications reopen.

NONPROFIT HOME REPAIR HELP

Government Programs Aren't the Only Place to Look

Builders Care of Northeast Florida

Builders Care is the nonprofit construction ministry of the Northeast Florida Builders Association.

The organization provides critical home repairs and accessibility modifications for people in need across Northeast Florida, including work such as wheelchair ramps, roofing, plumbing, HVAC, electrical repairs and other safety improvements.

Its mission specifically includes helping low-income seniors, people with disabilities, veterans and other vulnerable homeowners live more safely at home.

Rebuilding Together Greater Florida — Northern District

Rebuilding Together Greater Florida provides no-cost critical home repairs to qualifying homeowners and operates a Northern Florida district.

Its repair programs include work such as roofing, plumbing, electrical repairs and accessibility modifications. Its county routing information includes Baker, Nassau, Duval, Clay and St. Johns counties within the Northern region.

Because service availability and project funding can change, households should confirm current eligibility for their specific county and repair need.

Make Sure You're Using the Right Local Program

The Jacksonville metro stretches across five counties and numerous communities. A familiar city name in a mailing address does not necessarily tell you which local housing program, building department or permit authority applies to the property.

Before applying for assistance or starting a major modification, confirm the home's actual location and the government agency responsible for the project.

    Use the home's physical address — not a caregiver's address or PO box.

  2. Step 2: Check the program's service boundary

    A Duval program will not automatically serve a St. Johns, Clay, Nassau or Baker County property.

  3. Step 3: Confirm current program status

    Repair programs can close when funding is committed and reopen when funding becomes available.

  4. Step 4: Confirm the permit authority

    Before work begins, determine which local building department handles permits for the property.

For an aging adult who depends on oxygen, CPAP, refrigerated medication, mobility equipment or another electrically powered medical device, hurricane planning involves more than batteries and bottled water.

Special-medical-needs and evacuation-assistance programs generally require advance registration. Families should review the rules for the county where the aging adult lives before a storm is approaching.

    Jacksonville Special Medical Needs Registry

    Jacksonville's Special Medical Needs program is designed for residents who may require assistance during evacuation or sheltering because of medical or functional needs.

    The City specifically identifies people who depend on electricity for medical equipment or oxygen among those who may qualify, and requires registry information to be updated annually.

  • St. Johns County

    St. Johns County Special Medical Needs Shelter

    St. Johns County requires pre-registration for its Special Medical Needs Shelter.

    The County specifically identifies people who rely on electricity for medical equipment or require oxygen therapy among those the program is designed to serve.

  • Nassau County

    Nassau County Emergency & Special Needs Planning

    Nassau County Emergency Management provides evacuation information, preparedness resources and special-needs assistance information. Its community resource guidance directs residents needing transportation or additional medical support during sheltering to the statewide Special Needs Registry.
