Center for Independent Living of Northwest Florida

CILNWF serves Escambia, Santa Rosa, Okaloosa and Walton counties. It offers independent-living support, information and referral, durable medical equipment, assistive technology and peer support. The organization publishes an Okaloosa/Walton Counties Coordinator.

Good first call for: disability-resource navigation, mobility equipment, assistive technology, independent-living support and adapting daily life around a disability.

Crestview City and Okaloosa County Use Different Housing Programs

Before collecting estimates or filling out an application, confirm whether the property is inside Crestview city limits. The city and county publish separate SHIP programs.

City SHIP Owner-Occupied Rehabilitation

Crestview’s published 2025–26 SHIP intake accepted owner-occupied rehabilitation requests from November 1, 2025 through September 30, 2026. That published window has now ended. The city says the program supports rehabilitation of owner-occupied housing and prioritizes special-needs households before other statutory set-asides.

What this means now: do not assume a new application cycle is open. Check the city’s SHIP page or contact Planning before preparing an application. A waiting list may also be used when available funds are fully committed.

County SHIP Owner-Occupied Rehabilitation

Okaloosa County’s rehabilitation program is designed for income-eligible homeowners who need repairs addressing health hazards, safety concerns or code violations. The county explicitly says accessibility improvements for people with disabilities are eligible.

Important eligibility details: the property must be in Okaloosa County, be the applicant’s principal residence, generally have been owned for at least three years, and cannot be a mobile or manufactured home. The county currently lists a household-income ceiling of 120% of Area Median Income and describes assistance as a 7-year deferred loan secured by a mortgage and promissory note.

Availability changes with funding. The county page provides an application process, but families should confirm that rehabilitation funds remain available before spending time assembling documents.

  • Is the home a mobile/manufactured home? Okaloosa County’s current rehabilitation eligibility specifically excludes mobile and manufactured homes, so do not assume the county SHIP repair path will work for that property type.

RUOK? — Daily Telephone Check for Older or Disabled Residents Living Alone

Crestview Police describes RUOK? as a program for elderly or physically disabled city residents who live independently at home. Enrolled participants receive a daily telephone check. If the person does not answer after two attempts, an officer is sent to the residence to verify the resident’s well-being.

Why caregivers may care: this can add a local daily safety check for someone who lives alone. The department also allows enrolled residents to provide a spare key if they choose, so first responders can access the home in an emergency.
CITY OF CRESTVIEW · FIRST-RESPONDER ALERT

PLEASE BE KIND — Help First Responders Know About Special Needs Before They Arrive

A resident — or a caregiver on the resident’s behalf — can enroll someone who may need specialized assistance during an emergency because of a disability, limitation or other special need. Crestview Police places an alert in its secure communications database so dispatch can notify first responders when an enrolled person or address is involved in a call.

Useful for: dementia or cognitive impairment, communication barriers, mobility limitations, sensory needs or other circumstances that first responders should know about before contact.

Okaloosa County Community Paramedicine

Community paramedics provide scheduled home visits, health education and connections to other providers outside an emergency setting. The county accepts referrals directly.

Veteran Services Has a Crestview Office — and Homebound Outreach

Okaloosa County Veteran Services helps veterans and dependents with benefits claims and says it also assists homebound and nursing-home clients through outreach. The current county page lists a Crestview office at 302 N. Wilson Street, Suite 301, open Tuesdays and Fridays.

Do Not Rely on an Old Crestview Bus Schedule — Okaloosa Changed the System

This is a major local change caregivers need to know. Okaloosa County phased out fixed-route EC Rider bus service in 2026 and launched RideOCT as an application-based, on-demand transportation platform beginning September 1.

CURRENT SYSTEM

RideOCT — On-Demand Transportation

RideOCT now coordinates three types of transportation: ADA paratransit for eligible people with disabilities, Transportation Disadvantaged service for eligible residents without transportation access, and public on-demand trips.

No smartphone? RideOCT says riders can book by calling 850-833-9168. The service uses confirmed pickup windows and lets riders request either a departure time or an “arrive by” time.
WATCH FOR STALE INFORMATION

Some older EC Rider pages still show Route 14 and fixed-route information

Older pages and search results can still describe the WAVE Express route between Crestview and Fort Walton Beach. Those pages are no longer a reliable starting point after the county’s 2026 transit restructuring.

Best practice: use RideOCT or call the current transit number before planning an appointment trip. Ask specifically which service category applies to the rider and whether eligibility approval is required.

Help Can Mean More Than Home Modification

Sometimes the safest home is the one with enough meals, personal care, respite, case management and caregiver support to make staying there realistic.

Community Care for the Elderly / In-Home Services

Elder Services is the Okaloosa lead agency for CCE and also participates in Older Americans Act services. Its current service list includes case management, homemaker services, personal care, companionship, respite, Meals on Wheels, emergency-alert response, pest control and medical-supply assistance.

Meals on Wheels — Hot or Frozen Delivery Options

Elder Services says home-delivered meal recipients can choose hot meals delivered around noon Monday through Friday or frozen meals delivered in two-week increments, depending on the arrangement.

Apply directly: use the current Meals on Wheels request form or call Elder Services. Availability and eligibility can change.

ADI, HCE, CCE & Caregiver Support

NWFLAAA coordinates programs that may include Alzheimer’s Disease Initiative respite, Home Care for the Elderly subsidies, Community Care for the Elderly and caregiver training/support. Eligibility and waiting lists differ by program.

Free Medicare Counseling Through SHINE

SHINE provides free, confidential and unbiased Medicare counseling to beneficiaries, families and caregivers. A counselor can help explain Medicare choices and identify potential assistance programs.

Legal Help Is Part of the Aging Network Too

NWFLAAA identifies Legal Services of North Florida as the legal-services partner for Okaloosa County. If a housing, benefits or other civil legal problem is blocking a safe aging-at-home plan, ask the Elder Helpline whether the legal-service referral fits the situation.

Okaloosa Special Needs Registration

Okaloosa County and the Florida Department of Health coordinate special-needs sheltering for residents who may need medical, functional or electrical support during an evacuation. The county directs residents to register through Florida’s Special Needs Registry.

Before a Ramp, Bathroom Remodel or Structural Change, Confirm Jurisdiction and Credentials

Permit requirements depend on the exact work and where the property is located. A city property and an unincorporated county property may use different permit systems.

Crestview accepts building permits and contractor-registration applications through its online MGO system. The city says associated mechanical, electrical, plumbing, gas and roofing sub-permits must be submitted as add-to-existing permits.

Verify the Florida License Separately

Use Florida DBPR’s official license search to verify a contractor by name or license number. A local contractor-registration record or business-tax receipt is not a substitute for confirming the required state license.
